CONSULTING OPPORTUNITY
ADB Pipeline Scoping Consultant
Project: Asian Development Bank (ADB) Pipeline Scoping, Asia-Pacific
Duration: Approximately 10 weeks (20-25 days level of effort); intermittent inputs
Location: Remote, no travel required
Engagement type: Individual consultant or small firm (contractor engagement, not employment)
Plan International Australia is seeking an experienced consultant to help us move from reactive bidding to planned, strategic positioning on Asian Development Bank (ADB) opportunities across Asia-Pacific.
Plan International Australia, together with the Asia Pacific Regional Office, manages the federation's relationship with ADB. This consultancy will give us a structured, forward-looking view of ADB's pipeline so we can engage earlier, build stronger partnerships, and compete more effectively for the work that fits us best.
If you know the ADB system inside out and can turn public pipeline data into sharp, actionable business intelligence, we'd love to hear from you.
About the Role
You will map ADB's forward pipeline of loans, grants and technical assistance across our priority countries and sectors, assess where Plan has a genuine competitive edge, and leave us with a practical, repeatable method to keep that pipeline alive.
Key Responsibilities
- Map relevant ADB loans, grants and TA that are approved, in implementation or under preparation, including key contacts and entry points at country level.
- Identify likely procurement packages arising from the pipeline, with expected timing, value, selection method and contracting entity.
- Conduct market and competitor analysis, identifying firms and NGOs that win relevant ADB contracts and potential consortium partners for Plan.
- Lead around 10-15 key informant interviews with ADB staff, executing agencies, consortium partners and Plan Country Offices.
- Score and prioritise opportunities against agreed criteria, recommending a role (lead, partner, subconsultant or monitor) for each.
- Assess Plan's readiness to compete and identify gaps to close (Consultant Management System registration, reference projects, expert bench, pricing approach).
- Deliver a clear handover and simple methodology PIA can use to refresh the pipeline quarterly.
- Recommend when and how Plan should engage throughout the ADB project cycle, including whether engagement should be with ADB directly or government counterparts.
What You'll Bring
- At least 8 years' experience with ADB operations, procurement or business development, ideally including bidding as or for a consulting firm.
- Strong working knowledge of ADB's Procurement Policy and Regulations, consultant selection methods, and the Consultant Management System.
- Demonstrated experience analysing multilateral development bank pipelines and contract award data.
- Understanding of the role NGOs and civil society organisations play in ADB-financed projects.
- Sharp analytical skills and the ability to write concise, decision-ready recommendations.
- Experience designing data-driven or automated pipeline tracking systems (e.g. open data, APIs or alert tools).
Desirable
- Existing networks within ADB sector divisions or resident missions in the Asia-Pacific region.
- Experience in gender, social development, education, WASH or climate resilience.
- Familiarity with federated INGO structures.
What We Offer
- Daily rate and total cost to be proposed by the consultant (refer to ToR).
- Fully remote engagement; no travel required.
- The opportunity to directly shape Plan International's strategic engagement with one of the region's largest development financiers.
- Collaboration with Plan International Australia, the Asia Pacific Regional Office and Plan International Germany.
Our Safeguarding commitment
Plan International believes that in a world where children and program participants face so many threats of harm, it is our duty to ensure that we do everything we can to keep children and program participants safe. As part of our efforts to create safe environments for children and program participants, candidates will be required to complete a satisfactory National police Check, sign our Safeguarding policies and code of conduct, and where necessary complete a Working with Children Check.
How to Apply
Please submit:
- A short proposal (max 2 pages) outlining your approach.
- CV(s) and two referees.
- Daily rate and total budget in EUR.
- Availability and a conflict-of-interest declaration.
